Look at B&H, Videoguys, Crystalgraphics, etc. web sites...
Dump them into the Premiere plug-ins folder.
BTW, the best transitions I've seen are the Soft Xplode set
supplied with Canopus cards - the "alpha wipe" alone is all
you need for most videos - it has an amazing range of
possibilities included (many useless, but many "just right",
since they can be modified in so many useful ways, including
with keyframing). The nicest "water-drop" transition I've
seen, though, comes with a DPS "SMS" set...
