This is normal, and not a design flaw - a choice was made
for the limit points (and for a simple mechanism to provide
them) - they should work well to limit AF range for both
near and far work, but not for the area around 2.5m. For
most work, you will probably not use the AF limiter.

The problem is the shutter speed (isn't it always? ;-).
Even good tripods are at their worst around 1/8 second.
Alternatives: shoot 2 stops faster shutter speed (may
need faster film); shoot two or more stops slower
shutter speed; combine the above with mirror pre-release,
if possible; weight the tripod down by hanging the
(loaded) camera bag from it; do what I do at weddings
from the balcony (which are too often at 1/8-1/15th
with this lens wide open): hang on to the rig, and use
the tripod as a hand-holding aid (applying a bit of
twist or force to the tripod helps steady things -
usually....); get a sturdy and well-damped tripod.(;-)
