Copy the clip, pixelate it to taste, put it on V2 or above
in synch with the original clip underneath it, and use
"image matte" for transparency (make the desired image
matte in a drawing program). This is easier with a
fixed-position blur, but can be done in motion. BTW, I
use this method for selective-area sharpening in Premiere
(as for nearby edge-framing trees, without spoiling the
"atmospherics" of distant views, or for sharpening the
corners of cheap-fisheye views), and it can be used to make
those blured-edge images that were popular in commercials a
ways back...;-)
