There are various ways to do this, but for no quality loss
in Premiere, here is the formula (I had two fisheye cameras
hung upside down recently in a shoot, so needed this...;-):
select the motion tool, set at both ends of the clip 0, .5
for the coordinates, and 180 degrees rotation; select
"field options" and check "reverse field dominance"; render.
Other available methods in Premiere resulted in sharpness
loss; I have not tried doing this in other editors...
