Place it on V2 track or above, open the track to reveal
the "rubber band", and adjust it to control transparency
amount. Right-click on the title to select transparency
type... (assuming you want type to overlay picture).
If you want a title-card inset over picture, right-click
on the title and select "motion", in which you can size
and place the inset...
