One easy way to keep such things from happening is to
shoot the stills directly onto video tape (or into
the computer) using the video camera instead of scanning
the images. From the video capture, I often export a
still, and then reimport it into Premiere to "quiet" the
image even further. The results are very good (after some
corrections in Premiere) from shooting prints (or slides,
using a high-quality slide duplicator attachment), with
sharp results that blend well with the motion-video
material.
