You can apply local masks that avoid edges and smooth
the areas in a good photo editor before importing it into
Premiere. BTW, video cameras often do have video noise
reduction included...

Try exporting the 30fps clip and reimporting it and placing
it on V2 or higher at 50% transparency, offset one frame...

You can do it in a good photo editor (but use 640x480, to
maintain correct proportions) using pixel interpolation,
with perhaps gently sharpening ("unsharp mask") afterwards,
