I would like to see what you are writing about.
In Premiere, put the cursor on the frame you
want to export, go to "File", "Export", "Frame",
save as a BMP, then convert to a JPG (without
TOO much compression - about 50-100k file size
is OK for a video frame grab) for web use...
All Mini-DV camcorders "stairstep" noticeably
on moving nearly horizontal lines; one-chippers
and some 3-chippers (ones with "pixel offset"
more than others, generally...) also show
"stairstepping" with moving near-vertical
lines (and Moire patterns can also show).
Generally, if these lines stop moving in the
frame, the "stairstepping" disappears - and
it does not show as much on low-contrast or
complicated edges. I suspect it is normal
to Mini-DV, what you are seeing - it is not
a perfect medium...
