Flash can do it, but you limit your "readership" to those
who have Flash installed, or who are willing to install it.
A simpler solution (no effects, though, and you must use
the less-nice GIF format for photos instead of JPG) is
an animated-GIF series. Most browsers can read these,
and the software needed to make them is easy to use and
usually cheap. BTW, the moving waterfalls on the header
bar of www.visitithaca.com is an animated GIF with three
repeating frames, as I recall...
