Do as "Dr. Bare" suggests, for best results
(though if this is a still frame, you can take it
into a photo or graphics editor and place the image
on a larger 4:3-proportion background, save it, and
import that into Premiere). An alternative, with some
quality loss likely: use the motion tool in Premiere
to shrink the centered image enough to show all on
a TV (choose a suitable background color).
