I was of this same impression also before a scam happened to me
(both from what I had read, and from what I heard when in the
midst of trying to have the scammer caught...), but, guess what?
It took several years, but the postal folks did catch and
prosecute him (and I am now receiving regular restitution checks
[another surprise, since I had assumed that I would not see the
money again, even if he were caught...]).
