The noise-reduction part of the relatively inexpensive
Cool Edit ( www.syntrillium.com ) works well for
reducing background noise (even when it is somewhat
irregular) before raising sound levels (which can be
done in any good video editor - even locally, at the
individual-word level [this has saved several "tough"
tracks for me, though it can be a bit of work...]).
