Probably - see how far you can go before the dropout rate

Yes, called "blacking" when no image or sound are present
(this does result in excess wear on the recorder, though...).
The alternative is using a tape bulk eraser.
I've not tried this (Mini-DV tapes are hard to erase
completely), but I've heard the Radio Shack 8.5-amp
eraser works (about $40).
