VCD is generally a low-quality digital medium, so I suppose
if you captured in low-quality/high-compression-rate form
and made a direct transfer of data to VCD, one could argue
that there was no loss in quality from the "original" (the
computer capture - also in low-quality form...). If the
capture is high-quality, you will not be able to make a VCD
without losses unless the original is DV and you transfer
it directly (in the same codec) to the CD (only about 2.5
minutes of video per CD for Mini-DV, though...).
As for the VHS transfer, it is an analogue transfer to
a medium-low-quality medium with at least one level
of generation loss, so one could argue that starting
with the highest-quality capture would be necessary
for the best-quality transfer to VHS, but VHS itself
limits the quality of the transfer, so you cannot
transfer to it without noticeable losses unless the
original is of VERY poor quality to begin with...;-)
Bottom line: except for a couple of particular exceptions
(direct transfer of DV without change to a CD; transfer
of VERY low quality original to VHS), the answer to your
question is, "there is no correct resolution"...
