Sounds like wrong settings...
I used to use Sound Forge XP-4.5 (cheap - under $100) for
resampling 32kHz 12-bit VX-1000 tracks to 44kHz 16-bit
since Premiere 4.2 couldn't handle the straight VX-1000
tracks very well (P-5.1a can...). I noticed no increase in noise level...
