Wow! That is STUCK, then!
(This has worked even with a jammed-on
72mm thin-rim polarizer someone applied
pliers to and failed - it came right off,
with the rubber-band trick.
BTW, apply only the minimum inward pressure
on the rubber-banded filter ring needed to
keep it from slipping in your hand - so you
don't deform the ring as you try to turn it...
