I use the "rubber band" audio level controls in Premiere
for quite a bit of this (one can fill in dead spots with
material copied from other parts of the track, when
practical...). For filtering, EQing, noise-gating, etc.,
Cool Edit and Sound Forge XP 4 work well (and SF XP 4
will also resample 12-bit mini-DV tracks for P-4.2...)
