If you care about high image quality, I would look for a used Nikkor
20mm f2.8 (or possibly a new Tokina 17mm AF-ATX...) and skip the
idea of a zoom (I would do the same even if I had the price of the
Nikkor 20-35mm f2.8 - good primes are better than good zooms,
and FAR better than mediocre zooms, especially when it comes
to super-wides...).
