No.
Some of those pixels are probably used for DIS.
Even if you knew exactly the resolution potential
of the CCD and associated electronics (and that
would need SEVERAL assumptions to be made...),
it still would not tell you the on-screen resolution
of the image, only of the imaging device (as in
photography, knowing the resolution potential of
the film/development used leaves the variable*s*
of the optics (and lighting, for sharpness-perception).
All one can say is, "side-by-side, in the same light,
shooting the same subject, camcorder 'X' produces
more on-screen subject detail than camcorder 'Y'".

Having said the above, it does appear that a higher
pixel count (**actually used for imaging**) does
generally contribute to producing a sharper on-screen
video image...
