No problem.
Premiere "sees" whatever track that is on top as on top,
so you must cut away unused material that covers other
material. For two-camera editing, I use this method:
Put one camera on V1B (or A), the second on V2; to "see"
what is on V1, switch off V2 using the "eye" icon at the
track far left (remember that this will destroy all
renders, so make those only where needed for checking
[or use "Alt" key scrubbing]). Leave V2 opened, and use
the "rubber band" to shape dissolves - or make straight
cuts. Cut away and delete unused material on V2, and
bother to drop V2 footage down to V1A (or B) only when
you want a transition other than a cut or dissolve. (I
use this method for 4-camera shoots.) BTW, I usually
adjust and filter the sound tracks, then mix them,
export them, reimport the mixed track, and replace the
original tracks with the new track (you can leave the
old ones in place, silenced with the icons at the track
left ends...) before doing the picture editing.
