It can be either, just as it can be in still photography.
Sometimes positive materials are used, and an internegative
is made for producing prints. Hollywood-type productions,
as I understand it, are shot with negative materials,
which allows better control over post-shooting color
balance and print density. Each choice has its advantages
and disadvantages...
