This would be too low for a Nikon (but correct for another brand?).
Was the flash on and charged? If so, try reading a fresh battery with
your voltmeter - it should read 1.56 volts, if the voltmeter is
working properly. Also, if you are not making good contact with
the flash terminals, the reading could be incorrect.
