If you want a 200x400 video to stay as 200x400 in a 640x480
frame, best is making the original that way, but if that is
not practical, select "maintain aspect ratio", and use the
motion tool, resizing with the zooming percentage at both
ends (400/640=62.5%)... (You may need to adjust the
percentage a bit to optimize image quality.)
