The filter would not give the wide angle of view...
The advantages of the fisheye is that it takes in
a VERY wide angle of view, and it does it in a
spherical perspective that is kinder to people
and rounded objects than WA lenses that do not
curve off-center straight lines - and the curvature
makes camera panning/tilting smoother-looking
than it would be with a rectangular-perspective
lens of less angular coverage. (There is more

BTW, the cheap fisheyes often have two threads,
Series VII and 46mm, so you may want one of these
(though 46->Series VII step-up rings are cheap).
