You have done what I would normally suggest: use distilled water with
the wetting agent as the last bath. A possible source of the problem:
film that has contacted the reel or itself so tightly that it does not
get wet until the film is removed from the reel. These opaque areas of
the film (generally a narrow strip along the edge of the film) will contaminate the wetting agent solution on the film and cause streaking.
To avoid this, shake the tank violently from side to side in all directions just after the fixer is introduced to force the film out of
contact with the reel.
