Two ways to do this:
1) Place a dissolve transition in the transition
track at the proper location; stretch it out to
control the duration of the fade-in/out to/from
the opposite track (which defaults to black if
empty, but it can be filled with a stretched-out
blank black title panel).
2) Cut a bit of the first clip and place it on
V2 or above; open the track to reveal the level
"rubber band"; add "handles" by clicking on the
"rubber band", and adjust these to control
transparency (going to the default black in
the track below).
The second method permits shaping the fade-in/out
as desired - I like "S" shapes...
