What editor are you using?
You should have minimal problems with any good editor
if you simply move the video in the frame (without
resizing) and add "covers" to form the letter-boxing...
You may see subtly better results with the best
choice of values for "motion", but you should not see
the image become soft. Deinterlacing is NOT advised -
that tosses out half of the vertical resolution.
