Most editors allow you to do this easily ("motion"
in Premiere...), and so long as you do not resize
the image, and with experiments with optimum motion
values (try ".5" and also multiples of various small
whole numbers to see what values introduce the least
picture degradation [the effects will be subtle...]),
you can do it well. In Premiere, "clip" gives you
easy letterboxing...
