Make a matte in a drawing program with white or black
center softly rolling to the reverse tone in the corner;
copy the clip to be affected and paste it directly above
the original, on V2 or higher; select "image matte"
under "transparency" (you may need to reverse the matte).
For a sample, look at:
www.David-Ruether-Photography.com/multi-camera.htm, where the
fourth sample shows this effect applied to the clip in
the second sample Premiere multi-camera layout. BTW,
the inset in the third sample was done using the same
technique...
Draw the matte any way you like for specific effects
(I often use this for corner-sharpening, or corner
darkening), probably 720x480 for NTSC).
