I get rid of the dual-window set-up and ignore its controls
(click on the upper right triangle in the preview window,
select "single view", and if you have enough desktop space
[dual computer monitors help a LOT with Premiere...],
stretch out the single window to full resolution [720x480
NTSC Mini-DV], and use it only for previewing the project).
All editing decisions and operations can then be done more
intuitively on the timeline. To do what you want, use
the razor tool to make cuts, delete unwanted parts (these
can be "rolled back out" with the mouse, if desired), and
grab and move parts you want elsewhere. Extend the purple
bar over parts you want to preview, and hit "Enter" - these
will then show, with rendered transitions, filters, and
effects, in the preview window after rendering is complete.
You can also view by "scrubbing" through the timeline with
the mouse in the timeline time scale. Add the "Alt" key
to see transitions, etc. without first rendering them.
Right-click on various things to get various options.
Try things, and you will soon get the "hang" of editing
operations with Premiere...
