Easy. Open the audio track with the triangular "spinner"
at the timeline track left edge. Place the mouse pointer
on the "rubber band" without clicking. Press and hold the
"shift" key, then the left mouse button to make a line
appear - moving the mouse up and down adjusts the overall
level (and a tag appears with the percentage and db levels).
You can also click on the rubber band to set "handles",
and adjust these for level changes. In addition, if you
right-click on the audio track, you can select "audio level"
and write in a number (or hit "normalize"). Right-clicking
also gives you access to the audio filters, allowing
other options like peak-limiting, EQing, etc. There is
a lot of audio control possible in Premiere...
