You can compress the sound tracks overall, using a filter,
or (generally better, but FAR more time-consuming) you
can manually "gain ride" the tracks using the level-adjust
"rubber bands" in Premiere (open the tracks with the
'spinner' at the track left edge), if either of these
options are available in the LE version...
