I have seen it only when shooting small
bright reflections off cars, but I have
heard of others having problems with
bright lights at night. It is most likely
caused by reflections inside the stabilizer,
between the "parallel" glasses that shift
angle to keep the image placement still.
If you turn off the stabilizer, the movement
should stop, and if you give less exposure
(or raise the ambient light level), the
reflections should diminish (these steps
are not always practical, unfortunately...).
I have not seen it often enough to worry
much about it, though...
