No, turning off the stabilizer will not cause
the use of all the pixels for video imaging - but,
the part used is sufficient to form a good, sharp
image (unlike older systems using EIS...), and the
stabilizer on the Sony 1-CCD cameras is excellent,
with few drawbacks, and with good motion-smoothing
with few of the artifacts that even OIS systems
can show (you will turn it on soon after purchase,
and rarely turn it off...;-).
