Yes - that's what NLE is all about: you can do anything,
accurate to the single-frame level ('course, it may not
be done WELL, and it may take a while to set it up, then
render it - but it CAN be done...! ;-). Try the "motion
tool" - you can do split-screen, quad-screen, quad-screen
with 1/2-size quad-screen rolling from one corner to the
diagonally opposite corner (while spinning, changing color,
sharpness, whatever - with titles floating all over the
place...;-) Your imagination (and ability to figure out
the technicalities...) is the limit on what you can do.

Yes (use the transparency "rubber band" with a clip
on V2 or higher - or use a cross-dissolve transitions
in sections to control transparency between V1A and V1B).
Think of Premiere as a big set of Tinker-Toys - plug
'em together any way you want to do what you want.
Filters are key-framed, BTW, so they can be changed
with time. Combine functions to get more possibilities.
