Both have the same 11mm focus shift limit, though the latest 35mm PC Nikkor
has somewhat more allowable shift with good sharpness at a given stop than
the 28's - or, for a given shift, the 35 will generally be sharper at a wider stop
when shifted. All the Nikkor PC's will illuminate the whole frame with full shift
(even beyond the recommended limits of 7-8mm for some shift orientations)
if not used with filters or shades. BTW, if shift greater than 11mm is desired,
it is possible to get it when using converters with the PC lens (the effective
shift amount is multiplied by the converter magnification factor - so with a 2X,
an effective 22mm of shift is possible, which is useful if you want to place the
horizon line well outside the frame limits while keeping vertical parallel lines
parallel), though image quality is compromised, and vignette on the reverse
