I have not seen the SB-28, but from what I have heard,
it is similar in power specs to the SB-24/5/6, but
doesn't have the remote sensor of the 26. I use SB-24s,
and they are amazing! Powerful, with VERY fast recycle
with NiCads, and a set of NiCads (especially the
high-capacity-type from Radio Shack [be sure that you
charge the extra time needed to fully charge them...])
seems to last forever (12-14 rolls of high-speed film
at wedding receptions - sometimes I never change the
batteries on the job). There is no real minimum
(full-power) number, since that changes with battery
type, condition (mostly of the one worst in the set of
four), rapidity of firing, and what you consider the
"ready" level of recycle (the "ready light" comes on
well before the flash is fully recharged).
