You can charge the Li-ion batteries at any time (though
it is not a bad idea once in a while to use it just to
the point where the camcorder just stops) - and you should
remove the battery from the camera when it is not in use
to prevent damaging deep discharge. There is mixed advice
about whether to store the battery charged or discharged,
though...
