It's a silly term for a larger-than-normal-sized eyepiece that
allows more distance between the eye and the finder, while still
allowing the whole viewed image to be seen (useful with glasses).
Examples of "non-high-eyepoint" finders are all non-"sports" type
finders (which have even larger eyepieces) of all cameras other
than the Nikon N8008, N90, F3HP, F4, and F5..... (maybe I got
them all;-).
