This sounds like either a problem with meter calibration (but maybe
not, if exposure compensation was tried...), or a lens with a sticky
diaphragm. Try removing the lens, setting it at its smallest stop,
and looking through it to see if the diaphragm is stopped down
(or look into the front with it on the camera and see if the
diaphragm stops down when the DOF preview lever is pushed).
It is also possible that the shutter speeds are slow, but that
is unlikely if checked by a half-competent repair station...
