I have two of them. My answers to your questions are:
- probably not, though they are kinda nifty, and can be an
excellent used buy, since they will probably hold their
value well if kept in nice shape. (F2T's still sell for a
high price, but they were rarer.)
- No, since only the cover plates are different - but it is
very nearly impossible to dent the Titanium cover plates,
which may be relevant if you are very hard on cameras.
I have noticed that the framing and meter set-ups on the T's
are slightly more accurate than the general run of F3's (in
which accuracy is already excellent).
