The three most common Nikkor flashes with F3-TTL
compatibility are the SB-16A, and the smaller SB-12 and
SB-17 (the first and third are still available new, and their
TTL sockets can be used to add your SB-28 as an
additional TTL flash). The SB-28 alone can only be used
in auto (it is quite versatile and easy!) or manual modes
with the F3 (the Vivitar adapter shoe does not work
for maintaining TTL, but it, the SC-14 remote cord, the
AS-4 shoe, the AS-7 shoe, or a PC cable can be used to
fire the SB-28 or any other flash with the F3). BTW, the
AS-7 or SC-14 can also be used to set TTL fill-ratios
with F3-footed flashes - a neat ability!

The three most common Nikkor flashes with F3-TTL
compatibility are the SB-16A, and the smaller SB-12 and
SB-17 (the first and third are still available new, and
their TTL sockets can be used [with cords] to add Nikon
ISA-footed TTL flashes for additional light). Nikon-ISA
footed flashes by themselves can only be used in auto
(it is quite versatile and easy!) or manual modes with
the F3. The Vivitar adapter shoe does not work for
maintaining TTL, but it, the SC-14 remote cord, the AS-4
shoe, the AS-7 shoe, or a PC cable can be used to fire
any flash with the F3. The AS-4 and AS-7 shoe adapters
can be used to mount ISA-footed flashes on the F3.
