No, it is not possible with most flashes. The F3 shoe passes the ASA
info to the flash foot mechanically (with the little tab on the F3 ASA ring...). Vivitar made a converter TTL shoe for their 5600 flash, but
that flash was unique in that setting the ASA on the flash really did
set the ASA, not just adjust the readouts (nice flash, nice idea - and
it may therefore have provided TTL fill-ratio [by intentionally
mis-setting the ASA by the amount of fill wanted]).
