You have a VERY useful tool for doing what you want
(Cool Edit). It has an excellent noise-reduction
module, and with a little practice and experimenting,
you can use this to reduce or remove most noise, with
minimal artifacts. In extreme cases, using multiple
passes with differing noise profiles can help, as can
mixing various EQ'd results with the original track.
Cool Edit is particularly good at removing steady-state
noises, like motor noise and hum - but I have been able
to reduce fan, crowd, street, and other common,
