Generally, you export the audio as an AVI, work on it, then
reimport it into the editor (I keep the original track for
synch.-reference, and also for sometimes mixing with the
modified track...

The standard Cool Edit, if still available, is under $100
as I recall (www.syntrillium.com), and its noise-reduction
module is excellent for what you want to do. There may be
a free trial version available. Use the help files to guide
you with settings...
