This is unfortunate - and has not been my experience with
B&H... I have never had a repacked item from B&H (I have
bought a LOT from them over the years...), and have always
had good luck and excellent service on returns (I'm picky,
and test everything I buy...). No RMA no., no return "OK",
no restock fee - I just returned the item for exchange or
refund within their specified time period with a note, and
they responded in a reasonable time with a new item or a
check... As far as 'phoning them, it is NYC discount-house
culture: brief, to the point, abrupt (which can easily
be interpreted by those not used to it as rude...;-).
My advice: return the item with a letter and keep a record
of the shipment; check with customer service once you know
they have received the package to make sure it is in their
records; check with them on the status of your order after
a couple of days of their receiving your package. (I have
had items in back-order limbo with them for months, and
they have never lost track of credit, BO orders,
etc. - they are one of the two most reputable discounters
I know [Cameraworld of Oregon is the other...].)
