Video has the advantage over film of being able to
show motion more smoothly and sharply, so I see little
need to emulate a defect of the film medium...;-)
But, if you must, you can use 1/30th second shutter speed,
though this drops alternate field lines, with the resultant
drop in vertical resolution (but it appears non-interlaced
"frame mode" or "progressive-scan mode" favored by
"film-look" favorers also reduces frame information
somewhat...).
