The
sticky action is not normal, and I would return the head. The 3063
normally
has rather stiff action compared with a better head (MUCH more
expensive!),
but a good sample is quite usable for smooth starts/stops
and
pan/tilts. I have never succeeded in fixing a bad 3063, though...
