There
are two issues here: the effects of interlacing with motion,
and the
effects of trying to print from very low resolution files.
The
first can be "cured" by selecting frames with minimal motion,
by
shooting in progressive-scan mode (but this spoils the TV-viewed
motion-video),
or by shooting some still frames while shooting video
(possible
with some camcorders). The second can be solved by
buying
my copy of Genuine Fractals LE for $30 + shipping, which
can
upsample small files surprisingly well, making good video
frame-grabs
printable (for small images) with good quality...
