This is
easily done in Premiere with a copy of the track on
V2 with
the desired filter applied and, using a matte made
with a
drawing or photo program, applying the correct matte
transparency
to V2. With this method you can blur/sharpen
frame
edges, shade off tones, do multiple picture-in-pictures
with
black backgrounds, etc...
